GLOSSARY OF TERMS

LONG TERM CARE

Homecare is generally non-medical in nature and is delivered at home by an unpaid family member or by a paid caregiver whose qualification comes, not from formal training, but from experience. Homecare can be provided by a business that sends caregivers into the home or by individuals who work on their own and who the family engages privately. Payment is usually from private funds. Existing long term care policies may pay for homecare but most are not written to cover the full cost of homecare. In some states, the state operated Medicaid program covers all, or part, of the cost of homecare for those who qualify. Licensing and oversight of homecare varies dramatically from state-to-state. In states that do not regulate the service, anyone with a business license can operate a homecare business. When you or your parent engages a caregiver, it can be prudent to clarify responsibility for liability and worker’s compensation coverage and for Social Security and other taxes.
